Sebastian Moffatt led the team to work with the Ministry of Environment to identify a proposed set of secondary (or influence) indicators at the community level.  Secondary or influence indicators are quantitative characteristics of community development.  Typically they represent the actions that can help lead to desired outcomes.  This work developed a short list of indicators related to energy efficiency for land use, transportation, buildings and solid waste - to provide performance metrics for monitoring the effectiveness of local government policy changes across British Columbia.
